The phrase "boiler room operating licence" gets used in everyday conversation as if it were one document, but it actually covers four separate, distinct requirements: a personal operator certificate, a facility permit, an annual equipment inspection, and a premises suitability check. 1. Boiler operator certificate — attached to the person
Under Turkish Law No. 6331 on Occupational Health and Safety and related regulations, personnel operating boilers and pressure vessels must hold a Vocational Training Certificate (commonly known as the Boiler Operating Certificate or Boiler Operator Certificate). This is obtained by completing a boiler room operation course delivered by an authorised body; personnel without this certificate cannot be employed to operate a boiler room.
This document is attached to the person, not the facility — when the personnel operating the boiler room change, the new personnel must hold their own certificate too.
2. Boiler room permit — attached to the facility
The boiler room must be designed to the relevant technical specifications by a mechanical engineer, and its installation in accordance with that design must be documented by the design engineer through a completion certificate. Once this documentation process is complete, a permit is issued for the boiler room. This is a document attached to the boiler room itself, obtained once at construction or during a major renovation.
3. Annual periodic inspection (hydrostatic test) — attached to the equipment
This is the requirement most often confused with routine maintenance. Under the Regulation on Health and Safety Conditions in the Use of Work Equipment, pressure vessels such as steam boilers, hot water boilers and thermal oil boilers require a periodic inspection once a year. At its core, this inspection is a hydrostatic pressure test typically applied at 1.5 times the boiler's working pressure, with the boiler required to be cold (below roughly 40–50°C) during the test.
The critical distinction: this is different from scheduled maintenance, which covers the burner's combustion setting — the hydrostatic test checks the pressure resistance of the boiler shell itself, while combustion setting is a separate task. The two are often coordinated on the same visit, but they require different equipment and different competence. This inspection must be carried out by an accredited Type A Inspection Body.
4. Boiler room suitability check — attached to the premises
This is the least well-known and most commonly skipped check. It assesses the suitability of the boiler room's location (fire resistance, door compliance, wastewater drainage, ventilation, electrical installation, fuel tank placement, gas alarm, fire suppression). It is not part of the periodic inspection regime — it remains valid as long as there is no significant change to the building or equipment, meaning that unlike the annual hydrostatic test, it does not need to be repeated every year.
